Cover sheet — withheld official records

A whistleblower packet cleared for the public index as a cover sheet only. Class of record and custody path are public. Names, places, and the payload are not.

Bundle held at the gateway

The summary is free. The cleared text and the inclusion proof are a heavier read. Paying releases what the stewards put in the sanitized index. It does not fetch the raw blob, and it does not open a write.

Inclusion

The proof is inside the bundle. The free index will not walk you to a node either way — siblings are digests, not addresses.
