Model instrument for a sovereign cell

A sovereign cell keeps its own minutes. It does not ask a platform for permission to remember. This instrument is a study text. Presence in the archive is not enactment.

Article 1. Speech and the record of speech are not revocable by a single operator. Article 2. No person is bound by a decision they were denied notice of, and a chance to answer. Article 3. Whoever watches the treasury does not sit as arbiter on the same matter. Whoever sits as arbiter does not spend the treasury. Article 4. Amendment of this instrument takes a supermajority fixed before the vote, not after the count. Article 5. Membership is not sold as silence. Leaving is a right. A fork is logged to the archive and recognized by vault id. It is not punished. Article 6. Reputation may weight a voice. It may not erase a fact that has been sealed. Article 7. This text yields to the people's retained rights. It does not enumerate them away.

Forks of this model should seal the diff, not a claim that the old leaf never existed.
